Is Mediocre Different From Average?

What Each Number Means From a Scale of 1-10

Laurel and I were at dinner the other night and the question came up of whether mediocre and average are the same thing. I said they were definitionally the exact same thing. She said mediocre is worse. I then checked with a bunch of people and the overwhelming consensus was that mediocre is a step below average (I still don’t see the difference; either it’s something you genuinely care about, in which case, anything below a 7 is problematic, or you truly don’t care, in which case, it doesn’t matter what the number is). 

That got me thinking what the entire list would be from a scale of 1-10.
